The ClickShare USB-C Extension over CAT kit is a transmitter and receiver pair. It carries USB 2.0 and DisplayPort over a CAT 5e or better cable, so a ClickShare Hub can sit further from its Control Panel or from a laptop. The CAT cable is not in the box. The RJ45 ports are for that link, not for the room network.

Is the network cable included?
No. The box has the transmitter, the receiver, two 1.2 m USB-C cables and screws. You supply the CAT 5e, 6, 6a or 7 cable between the two boxes.
Will it charge a laptop?
Only with an extra USB-C power adapter above 100 W on the transmitter. Without that adapter, the Hub powers the extender and the laptop powers the transmitter.
